PERMITS & DIY DISPOSAL
Here’s what Bellevue asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Yes. Bellevue requires a permit to demolish any structure; its demolition form lists accessory structures of 120 sq ft or less. The fee for residential accessory structures under 1,200 sq ft is $40.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
The Permits & Inspections page says no building or structure in Bellevue or its two-mile jurisdiction may be removed or demolished without a separate permit. Its exempt list includes one-story tool and storage sheds up to 120 square feet, but that list is for building permits, and the City's demolition application has its own checkbox for single-family accessory structures of 120 sq ft or less. The 2026 fee schedule sets the demolition permit for residential accessory structures under 1,200 square feet at $40; it also lists a $25,000 bond under demolition permits. The demolition application lists OPPD, Cox, Black Hills Energy and MUD sign-offs and a sewer cap-off as required on all demo permits. Each utility's form confirms service is cut off or not provided, MUD says no demolition is allowed without its letter, and a City inspector checks that the sewer is capped or septic removed before the permit is issued. Ask which of these apply to a shed with no utilities.

The demolition packet says that when anyone other than the homeowner does the work, the property must be inspected for asbestos by a Nebraska-certified inspector, and a signed statement that it is asbestos-free must come with the application, or the permit is denied. The application also lists general liability insurance naming the City ($50,000 per person, $1 million aggregate, $50,000 property damage) as required on all demo permits.

Not as regular trash. Papillion Sanitation, the City's contracted hauler, takes only what is in the cart. Each home gets two free bulk curbside pickups a year, scheduled ahead, for items up to 60 pounds and 4 by 2 feet; larger items can be picked up for a fee ($15 per bulky item in the 2026 fee schedule). City code says building rubbish, including lumber and concrete, must be removed by the contractor or builder, or else the owner. The City also holds two cleanup days a year. Papillion Sanitation: 402-346-7800.

Bellevue has a contracted residential hauler, Papillion Sanitation, but no exclusive franchise for demolition debris. City code §13-61 says no one may engage in the business of collecting, hauling or transporting refuse, garbage, trash or rubbish in the city without a permit from the City Council. Applicants file with the City Clerk, have their trucks inspected, file their rates and agree to use a landfill the City designates. The 2026 fee schedule sets the trash hauling permit at $25 per truck per year plus a $25,000 public liability bond. The code doesn't say whether a removal company hauling its own teardown debris needs it.

Bellevue's demolition contractor permit rules in chapter 8 don't apply to someone demolishing a house, an accessory building to it, or any smaller structure. The demolition permit for the shed itself is still required (see the permit rule below).
If you clear brush or limbs around the shed, Bellevue residents can take tree debris free to the City Tree Dump, just north of 8902 Cedar Island Road, on the last Saturday of each month from 8 a.m. to noon. It takes tree-related debris only, not lumber.
Paint, stain, fuel and lawn chemicals from the shed don't belong in the trash cart; the City's welcome packet says to keep paint and solvents out. Under The Sink at 4001 S. 120th Street in Omaha takes household hazardous waste free from Sarpy and Douglas County households, and latex paint for $1 per container.
