PERMITS & DIY DISPOSAL
Here’s what New Orleans asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Yes. New Orleans requires a demolition permit from Safety & Permits to demolish any structure: $95 plus $5 per $1,000 of demolition cost. Historic districts add HDLC or VCC approval and a 50% surcharge.

No. City bulky pickup takes no more than 25 pounds of a resident's own bundled construction debris, and nothing a contractor generates. Concrete and bricks are excluded.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
The City's permit guide says you need a permit to demolish a building or structure, and its demolition page says the permit is needed even if you plan to rebuild. Apply through the One Stop App with four photos of the structure, an executed contract or estimate for the demolition work only, proof of liability insurance and a posted notice. The fee is $95 plus $5 per $1,000 of demolition cost, with a 50% surcharge if a Certificate of Appropriateness is needed. Starting work first brings a penalty of five times the permit fee.

Only a Class A electrical contractor licensed by the City can pull an electrical permit, and gas line work needs a City-licensed mechanical contractor. Plumbing permits come from the Sewerage and Water Board through a licensed master plumber. The demolition brochure says sewer and water lines must be sealed by a licensed plumber before demolition.

The demolition brochure says any holes left after a structure comes down must be filled and graded to drain, and demolition debris must be promptly removed from the public right-of-way; after six days the owner may face legal action. The demolition page notes that most jobs need a waste disposal plan and may be reviewed by the Department of Sanitation.

Mostly no. City Code limits bulky pickup to 25 pounds or less of construction and demolition waste made by a resident, properly bundled or bagged. Any amount from a contractor working at the home is excluded, as are concrete, cement blocks, bricks and anything with asbestos. Owners whose homes are worked on by contractors must have that debris removed themselves. The shed's contents, like furniture or appliances, can go out for bulky pickup after a 311 request.

New Orleans has no franchised hauler for demolition debris, but City Code Sec. 138-5 says every vehicle hauling contractors' refuse, trash or other debris must carry a permit from the Director of Sanitation. The permit costs $15, and the owner must certify the load goes to an approved disposal site. Only vehicles registered in Orleans Parish, or hauling waste from the parish, can apply. Private cars are exempt. The code doesn't say how this applies to a crew from another parish.
If the property is in a local historic district or the French Quarter, the Historic District Landmarks Commission or the Vieux Carré Commission must approve the demolition before Safety & Permits issues the permit. HDLC staff can approve tearing down a non-contributing accessory structure under 1,000 square feet without a hearing. A larger one, or one rated Contributing, goes to a Commission public hearing. Call HDLC staff at 504-658-7040 to check a building's rating.

In National Register districts outside HDLC and VCC areas, such as Central City, Broadmoor and Gentilly Terrace, demolitions need City Council approval. The City exempts single-story accessory structures like sheds that can't be seen from the street or sidewalk and aren't used as living or business space. It also exempts structures that don't appear on the 1983 Sanborn maps. Council review adds a $250 fee for a residential structure.

Safety & Permits' demolition brochure says City Code requires a call to the Health Department's rodent control before demolition starts, and an infested site must be treated by a licensed pest company first. Utilities must be disconnected; Entergy supplies electricity and gas at 1-800-368-3749. Sewer and water lines must be sealed by a licensed plumber.
