PERMITS & DIY DISPOSAL
Here’s what Hillsboro asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Yes, if the shed is over 200 square feet. Hillsboro requires a demolition permit to fully remove a residential structure larger than that; smaller sheds aren't named. Questions: 503-681-6153.
Not confirmed. Hillsboro's franchised haulers pick up bulky items for a $22 trip fee plus an item charge, and say they take most anything, but lumber isn't priced. Ask your hauler.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
Hillsboro's building permit page says a demolition permit is required for the complete removal of a residential structure over 200 square feet in floor area (120 square feet for commercial structures). Taking down only part of a structure counts as an alteration and needs a building permit instead. The page doesn't list a demolition fee. Questions: Development & Permitting, 503-681-6153, Hillsboro Civic Center, 150 E Main Street, 4th floor.
Hillsboro's demolition checklist requires all public and private utilities to be properly disconnected first, including gas, electric, sewer, septic, storm and water, and says burning construction material is prohibited. Changing or extending branch circuits needs a City electrical permit. If posts or footings are buried, contact Oregon 811 before digging.

Oregon DEQ requires an accredited inspector's asbestos survey before demolishing any facility, which its rules define to include any structure. Homes with up to four units built after January 1, 2004 are exempt; whether an older detached shed counts as part of the home is not spelled out. Hillsboro's demolition checklist lists checking for asbestos as the first step.

Not confirmed. The City doesn't collect garbage itself; six franchised companies do, and the City's standards require them to offer on-call bulky pickup. The adopted rates set a $22 trip fee plus a charge per item, list furniture, appliances and pallets ($6 each) but not lumber or shed panels, and say bulky pickup is available for most anything, with unlisted items priced by the hauler. Call your hauler before setting shed pieces out.

Hillsboro's code bars anyone without a City franchise from providing or advertising solid waste collection or drop box service in the city, and from hiring someone who lacks a franchise. Its definitions follow state law, which counts discarded demolition and construction materials as solid waste. The exceptions cover hauling waste you or your employees produced, charities, tires, and landscaping, gardening or tree-service waste hauled by the crew doing that work. There is no one-time clean-out exception like Portland's. Six franchised companies serve the city.

Hillsboro's demolition checklist sends properties in the Downtown Neighborhood Conservation and Orenco Townsite Conservation districts to Planning for development review and photos before a demolition permit, and says demolition permits there can be denied. Structures on the Hillsboro Cultural Resource Inventory need a Cultural Resource Alteration approval first.
Hillsboro's code says all waste left from demolition, repair or construction must be removed from the property by the owner or person in charge within 7 days of substantial completion. Don't leave a pile of shed boards waiting for a later trip.

Hillsboro is inside Metro's service area, where all mixed waste must go to a Metro-authorized material recovery facility, and hauling construction debris straight to a landfill breaks Metro code. Tualatin Valley Waste Recovery on SE Minter Bridge Road in Hillsboro is on Metro's July 2026 list of facilities authorized to process construction and demolition debris.
