Demolition needs a Building Safety permit
City code says anyone who intends to demolish a building or structure must first apply and get the permit. Vestavia's local permit-exemption list names sidewalks, painting and flooring, small prefab pools and playground equipment, not sheds. The fee page says to call Building Safety for the demolition fee; the code's general rate is $9 per $1,000 of cost plus a $41 issuance fee, with a $50 minimum. Starting without a permit doubles the fee plus a $100 penalty.

Homeowners can act as their own contractor
Homeowners don't need a City business license and may act as their own general contractor. Anyone you pay to do the work must hold a subcontractor's City business license. Homeowners acting as their own contractor on work over $10,000 sign a notarized Home Builder License Exemption Form.

Will Vestavia Hills pick up shed debris?
Not from a teardown. The City says contracted work such as construction must be removed by the contractor, and a roll-off should be used for projects with a lot of debris. City code does let the trash contractor take scrap lumber, roofing and other building debris from a homeowner's own repairs in reasonable amounts, if it is containerized with no container over 50 pounds; excessive amounts carry an extra-trip fee. No franchised hauler for shed debris; crews need a City business license
Amwaste is the City's contracted residential trash, recycling and bulk provider, and City code defines the 'contractor' as the company the City hires for garbage and trash collection. No exclusive franchise for construction or demolition debris was found in Chapter 14. What the City does require is licensing: Building Safety says any person doing work for a homeowner must hold a subcontractor's City business license ($162 a year), and general contractors need one for residential jobs over $10,000 ($312).

A roll-off dumpster needs its own permit
The City doesn't provide or empty roll-off containers. Its sanitation FAQ recommends a roll-off for construction projects with a lot of debris and says a permit is required, through the Online Services portal. Building Safety lists a Dumpster/Portable Storage Unit Permit Application.

Asbestos check before demolition
Vestavia Hills sends septic approvals to the Jefferson County Health Department, which requires an asbestos inspection before any demolition or renovation in its area; call (205) 930-1276. An old shed with cement-board siding or asphalt roofing is worth asking about. ADEM's form says privately owned homes of four or fewer units are exempt from the state asbestos rules but must still follow disposal rules.
