Permits come after the utilities are cut

Benton's demolition packet says the owner or contractor must buy a utilities disconnect permit and a demolition permit before tearing down a structure. If a sewer line runs to it, a $75 sewer demo permit from Benton Utilities, 1501 Citizens Way, comes first; the line is capped and inspected (501-776-5930), water and electric service is removed, and then Community Development issues the demolition permit. Starting without the sewer permit adds a $75 violation, $150 in all.

Asbestos screening

The demolition form asks screening questions, including whether the structure has utilities. It says any YES answer means you must comply with Arkansas Regulation 21, the state asbestos rule. Arkansas DEQ requires asbestos inspections before demolishing most structures, excluding certain residential ones. Ask DEQ's Asbestos Section, 501-682-0721, if the form flags your shed.

Will Benton pick up shed debris?

No. The City's Street Department runs a free weekly pickup inside city limits, but it takes only limbs, branches, leaves and other yard debris, with no garbage. We found no City of Benton trash service; Recycle Saline lists licensed private haulers for Benton, many offering roll-offs. Ask your hauler, or haul shed debris to a landfill yourself.

The county solid waste district says residents can drop off metal, cans, cardboard and No. 1 and 2 plastics for recycling there free, and up to four passenger tires a month. It doesn't list what the landfill takes for construction debris.

Fees: Not published. County households can use up to two district landfill coupons a year ($10 for both). The landfill takes coupons, debit, credit and checks; no cash.

Recycle Saline Collection Center

County solid waste district recycling center. It takes electronics, tires, cardboard, paper, glass, cans and some plastics, and yard waste from households. It doesn't take construction debris, but it handles shed contents like old tires and electronics, and sells landfill and household hazardous waste coupons.

Fees: Four passenger tires per person a month free; yard waste $10 per truck or trailer load for households only.

Before you go: Recycling drop-off Tuesday and Thursday 9 a.m. to 3 p.m. and the first Saturday of the month 9 a.m. to noon (none in July). Office open weekdays 8 a.m. to 4 p.m.; (501) 776-2533.

Little Rock Landfill (City of Little Rock)

City-run landfill that takes garbage, yard waste, and construction and demolition debris for a fee. Haulers in the business need a Pulaski County district hauler license to use it. No tires.

Fees: Class 1 and Class 4 waste: $57 a ton plus taxes and a $3.10 surcharge, with a $41 minimum per load. The code raises the rate to $59 a ton on Jan. 1, 2027. Asbestos is $160 a ton, $102 minimum.

Benton has no city trash service that we could find; the Saline County Regional Solid Waste Management District (Recycle Saline) lists dozens of licensed private haulers serving Benton. Benton's demolition form names sheds

The City's demolition permit application asks whether the structure being torn down, listing house, shed, carport or accessory building, has utilities running to it. The person who pulls the permit, owner or contractor, must clear all debris afterward with no burning, and use erosion controls so mud doesn't track onto city streets.

Each coupon covers one truck bed or trailer load at the Republic landfill in Bauxite. The last day to buy 2026 coupons is Nov. 25 at noon.
