Every teardown needs a permit, finished in 30 days
Chapter 4 of the city code makes it unlawful to do any work in the city without a Planning Department permit, except painting and floor coverings, so there's no small-shed exemption. The residential fee list sets demolition of a structure at $50; the commercial list shows $50 with a separate $30 line for an accessory building. A demolition permit is valid for 30 days, and all work, including post-demo clearing and complete site cleanup, must be done within that time.

Owner or bonded, licensed contractor
Planning's 2026 guide says a property owner may get a permit for his own residence. A contractor must have a $10,000 surety bond on file with the City, a current business license from any Arkansas city, and a current State of Arkansas contractor's license before a permit is issued.

If work starts without a permit, an inspector posts a stop-work order until the permits are obtained, and continuing anyway brings a citation with a court date.

Will North Little Rock pick up shed debris?
Ask first. The Sanitation Department's household guidelines say building materials, construction debris, lumber, shingles and rocks don't go in the bin, and that these items can be scheduled for collection by calling 501-371-8340. Its web page also lists plywood among items picked up on yard waste day and counts untreated, unpainted lumber as green waste, set 3 feet from other bulk items. Neither says how much shed debris it will take or whether there's a charge.

City-run landfill that takes garbage, yard waste, and construction and demolition debris for a fee. Haulers in the business need a Pulaski County district hauler license to use it. No tires.
Fees: Class 1 and Class 4 waste: $57 a ton plus taxes and a $3.10 surcharge, with a $41 minimum per load. The code raises the rate to $59 a ton on Jan. 1, 2027. Asbestos is $160 a ton, $102 minimum.

Haulers need a Pulaski County district license
No franchised hauler for demolition debris was found for North Little Rock. The countywide rule is the Pulaski County Regional Solid Waste Management District's Regulation 4: anyone in the business of collecting or transporting solid waste in the county needs a district license and a decal on each truck, $50 a vehicle under 5 cubic yards and $100 for larger ones. A hauler without a license by March 1 is barred from landfills in the district, including Two Pine in North Little Rock. Homeowners hauling their own non-commercial waste are exempt.

Chemical drop-off for what's left in the shed
Old oil and household chemicals from a shed can go to the city drop-off at 418 West 13th Street on Tuesday mornings from 7 to 9:30, Tuesday afternoons from 3:30 to 5:30, and the third Saturday from 7 to noon. It doesn't take paint, car batteries or long fluorescent bulbs.

Do old shingles or siding need an asbestos test?
Usually not for a home shed. Arkansas DEQ says demolishing residential buildings with four or fewer units is mostly exempt from asbestos rules, unless the job is part of a commercial or other larger project, the building was used for business, or it stores farm supplies. When an inspection is required, a state-certified inspector must do it.

Yes. Sanitation collects bulky items like couches, mattresses and other furniture and household items. Set them at the curb after 5 p.m. the evening before your garbage day or before 7 a.m. that morning. Tires are a special pickup.
