Send the checklist and a building permit form to bi@wdm.iowa.gov; residential applications are also on the City Access Portal. The city may ask for a site plan, staging areas and waste handling methods. Typical inspections are a barrier or fence if required, water and sewer disconnections by a licensed plumber on separate permits, and a final once the site is cleaned, regraded and seeded.

City code exempts one-story detached accessory structures of 200 square feet or less, without a permanent foundation, from a building permit. The demolition checklist lists no size exemption, so ask Building Inspection before skipping the permit on a small shed.

Electrical, mechanical and plumbing work needs separate permits by a state-licensed contractor. State law requires notifying Iowa One Call (811) before digging out posts or footings. The checklist asks all contractors to register with the Iowa Division of Labor at 800-562-4692.

West Des Moines has no franchised hauler for demolition debris. The city repealed its license to haul solid waste in 2018, and its residential garbage runs through the Metro Waste Authority. City code still says no one may haul waste on city streets unless the vehicle keeps it from blowing, leaking or dropping off, and loads must be covered.
