PERMITS & DIY DISPOSAL
Here’s what Summerville asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Yes. Summerville says a demolition-only job needs a demo permit, and its code applies permit rules to all detached accessory structures regardless of size. The fee is $50 plus a $30 administrative fee.

Not confirmed. Town code says construction debris won't be picked up, though the monthly bulk pickup page lists boards and fencing. Concrete is never collected; ask Public Works (843-851-4225) first.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
Summerville's Building Department says a job that only includes demolition needs a demo permit. Apply through the Town's CitizenServe portal. The fee schedule lists $50 to demolish any building or structure up to 100,000 cubic feet, plus a $30 administrative fee for each permit. Under the Town's code amendments, a demolition permit lapses if work doesn't start within 60 days of issuance. Contractors must hold the right state license and a Town business license. Questions: 843-851-5200.

Many towns skip permits for small sheds; Summerville doesn't. Town Code § 6-38 amends the building codes' permit sections to include all detached accessory structures regardless of square footage. The Town's pages don't say a small teardown is exempt either.

The Board of Architectural Review reviews new construction, exterior changes and demolition of buildings in Summerville's Downtown Historic District, using its Historic District Design Guidelines. For projects in the district, the Town's residential permit page says BAR approval must be granted before you submit the permit application. If the shed has power, have the circuit made safe before demolition. Call 811 before pulling posts or breaking up a slab. SCDES exempts the demolition of a private home with four or fewer units from its asbestos notice rules in most cases, but old asbestos cement panels and roofing felt can still need lab testing before they go in a dumpster.

Not confirmed. The Town's Public Works crews pick up bulk waste once a month, in the 2nd and 3rd full weeks, and the Town's bulk page lists furniture, appliances, boards and fencing. But Town Code § 12-99(d) says construction debris will not be picked up by the Town, and the bulk page says crews never take concrete, combustible materials, paint, sand, tree stumps or tires. Boards and lumber also can't be mixed into yard debris piles. Call Public Works at 843-851-4225 before setting out a torn-down shed, and don't put it out more than seven days early.

Summerville's solid waste code lets the Town contract out collection; Carolina Waste collects household garbage and recycling, and the Town's own crews run bulk and yard pickup. No exclusive hauler or franchise rule for construction or demolition debris turned up in the code's solid waste article or business chapter. Section 12-99(d) says construction debris won't be picked up by the Town. Any new business must have a Town business license before operating, and the Building Department says contractors need one too.

The Town's bulk page sends residents to their own county for items it won't collect. Most of Summerville is in Dorchester County, whose Knightsville (Bucks) site on Central Avenue and Old Fort (Oakbrook) site on Old Fort Drive in Ladson take C&D debris from residents. Homes on the Berkeley County side use Berkeley County's centers or its landfill, and the Charleston County side uses Charleston County's convenience centers. Each county asks for proof of residency.

Unlike Charleston County's centers, Dorchester County's C&D containers are listed as taking shingles, bricks and blocks along with lumber, windows and doors. The limits are on the vehicle: nothing larger than a 3/4-ton pickup, one single-axle trailer no bigger than 8 by 5 by 2 feet, no pickup-plus-trailer combinations, and no contractor or commercial signage.

Summerville's current noise ordinance exempts construction machinery and power tools only between 7 a.m. and 8 p.m. The Building Department's guidelines page still says 9 p.m., so plan saw and hammer work to end by 8 p.m.
