PERMITS & DIY DISPOSAL
Here’s what Fresno asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Yes, as written. Fresno requires a permit to demolish or remove any building or structure; its 120-square-foot shed exemption is for building one. Ask Building Permits, 559-621-8084.

No for a hired teardown. Operation Clean Up excludes debris from private contract work, but takes lumber cut to 4 feet. City customers can drop C&D free at CARTS on Free Dump days.

Cedar Avenue Recycling and Transfer Station (CARTS). Posted rates: general C&D $90 a ton; wood/brush $90 a ton; brick $65 a ton; clean concrete or asphalt free; clean metal free. Every load also pays a $16 environmental fee and a $10 fuel surcharge; hard-to-handle loads have a $160 minimum.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
The City's permit FAQ says a permit is required to build, remodel, repair, demolish, remove or move any building or structure. The exemption for one-story tool and storage sheds up to 120 square feet and 12 feet tall, at least 3 feet from property lines, is listed under when a building permit is not required; it doesn't say it covers demolition. The 2026 fee schedule lists a residential demolition at $102.72 for plan check and $192.92 for inspection. Apply through the City's Accela online portal or the permit counter at City Hall.

Building & Safety's Waste Management Plan for demolition must be approved before the permit issues. It requires recycling at least 65% of the C&D debris and keeping weight tickets for the final inspection. The form lets you name a franchise hauler or a self-hauler.

If the shed has a circuit, water line or gas line, plan on a separate electrical or plumbing permit to disconnect it. Building and Safety offers same-day express permits for electrical, mechanical and plumbing work at the counter.
Not from a hired teardown. Operation Clean Up comes once a year, up to 10 cubic yards, and takes lumber, wood fencing and metal pipe cut into 4-foot pieces. It excludes treated wood and "materials resulting from private contract work and major remodeling work done by contractor or owner," and limits concrete to two wheelbarrow loads. The free One-Time Bulky Item Pickup takes single household items such as furniture and water heaters, not lumber. Book either through 311 or (559) 621-CITY.

Fresno's code says no one may privately collect another person's waste without a City franchise, and C&D debris in roll-off bins may be hauled only by the City's non-exclusive roll-off franchisees. The franchise exception covers hauling in your own truck or trailer "without compensation for such transportation." For permitted jobs of 8 cubic yards or more, a contractor doing the demolition may haul the debris itself only if hauling is incidental (under 30% of the job cost), uses its own crew and equipment, and carries no separate fee. Building & Safety's waste plan says only approved franchise haulers may be hired to haul C&D off a jobsite. A homeowner hauling their own shed debris fits the self-haul exception. The code doesn't say how a paid shed teardown below the permit threshold is treated.

In a Fresno historic district, or for a designated Historic Resource, the code bars demolishing or removing any property without a City permit, Design Review Committee review and written approval from the Historic Preservation Commission. The permit desk must forward demolition applications for these properties to the Commission's staff before processing. Check your property's status with Planning, (559) 621-8277, before an older outbuilding comes down.

The San Joaquin Valley Air District requires a Demolition Permit Release form, signed by the District, for any demolition that needs a building department demolition permit. Its form has a box for a single residence and its outbuildings. A single-family home may be exempt from the federal asbestos notice depending on past and future use, so ask the District's Central Region office in Fresno, 559-230-6000. Old shingles or siding may contain asbestos.
