Yes, plan on one. Moreno Valley issues demolition permits ($153 plan check plus $347 inspection), and its under-120-square-foot exemption is for building a shed. Confirm at 951.413.3350.

Moreno Valley adopted the 2025 California Building Code in November 2025 and changed its permit exemptions only for fences and walls. The city's permit FAQ says no building permit is needed to build a tool shed under 120 square feet; it doesn't extend that to tearing one down, and it refers to demo permits for removing structures. The FY 2026-27 fee schedule lists demolition at $153 for plan check and $347 for inspection.

South Coast AQMD Rule 1403 covers residential structures and requires an asbestos survey report signed by an asbestos consultant before any demolition. A homeowner files the AQMD demolition notice only when doing the work personally, with no one hired.

Unless a project is exempt, each building or demolition permit applicant must meet the city's C&D program, which requires diverting at least 65% of the waste. The city's Form 1 says project waste may be moved only by self-haul, with certified weight tickets, or by the city's franchised hauler, Waste Management; it says non-franchised haulers are prohibited.

Contact DigAlert (811) before pulling posts or breaking out footings. Utilities only mark lines they own, so a buried power line or water line run to the shed won't be marked.

Not confirmed. Waste Management's bulky pickup is free up to four times a month with 24 hours' notice, and it lists furniture, appliances, tires and large yard waste. Its refused list doesn't name lumber or demolition debris, but it refuses anything one person can't lift safely. Ask WM at 800.423.9986 before putting out shed panels; otherwise plan on a hauler or a landfill trip.
If you’d rather haul it yourself, sort the load first: clean wood, metal, roofing, concrete and household contents often go to different places or cost different amounts. Call ahead before hiring a trailer. What can be recycled ↗

If you plan to replace the shed, the city says a tool shed under 120 square feet needs no building permit, but a shed taller than the fence line must sit at least 5 feet from the side and rear property lines.
Tell us whether the shed has power. A licensed electrician should disconnect and make the circuit safe before teardown. Say which items stay, and whether the slab or footings go too.
