PERMITS & DIY DISPOSAL
Here’s what Roseville asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Yes, as Roseville reads the building code: no structure may be demolished without a permit. Its 120-square-foot shed exemption is listed for building, not tearing down. Call (916) 774-5332.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
Roseville's building permit page quotes the California Building Code: no building or structure may be "removed, converted or demolished unless a separate permit for each building or structure has first been obtained from the building official." The City's permit exemptions list one-story tool and storage sheds up to 120 square feet, but the list covers when a permit isn't needed at all and doesn't mention demolition. Ask the Building Division, 916-774-5332, before taking down a small shed without one.

Roseville's FY 2025-26 fee schedule gives over-the-counter residential demolition permits a minimum valuation of $2,400. On the schedule's permit fee table, valuations from $1,001 to $3,000 pay $80.98 for the first $1,000 plus $3.57 for each added $100, which works out to about $131 at $2,400. An administration fee is added on top. Ask the Building Division for an exact estimate.

Placer County's air district says a demolition permit for a home with four or fewer units and its out-buildings usually may be issued without an asbestos inspection or notice, if the applicant declares the project exempt. Homeowners still must follow asbestos disposal rules. Old cement-board siding or roofing is worth testing first. Call the district at (530) 745-2330.

No. The City's trash page lists no curbside bulky pickup. Its Waste Wizard calls construction debris and lumber too heavy for the cart and recommends the WPWMA Material Recovery Facility in Lincoln. The spring clean-up events refuse heavy construction debris too. For a big teardown, the City rents demolition dumpsters at (916) 774-5780.

Roseville runs its own trash service. City Code 9.17.030 makes it unlawful to operate as a refuse hauler, including a hauler of C&D waste, without a non-exclusive City franchise ($520 application, two-year term). The code defines a refuse hauler to include anyone who removes refuse from a spot on the customer's site. Section 9.12.020 exempts a contractor, handyman or similar provider who hauls construction and demolition debris as an incidental part of its work rather than as a hauling service, as long as no third party is hired just to haul it. Franchise haulers must take Roseville C&D to the WPWMA Materials Recovery Facility. None of the companies listed here appears on the City's December 2025 list of approved franchise haulers.

Chapter 9.17 counts any demolition of a building or structure as a covered project. The City won't issue the demolition permit until Environmental Utilities approves a recycling plan, and the project must divert at least 65 percent of its C&D waste by weight. All of that C&D waste goes to the WPWMA Materials Recovery Facility on Athens Avenue in Lincoln.

Roseville's Waste Services rents 6-yard dumpsters ($187.41 a week from July 1, 2026), but they are for light yard cleanup and household refuse, not heavy construction debris. For demolition it rents 20, 25 and 30-yard bins, plus 10-yard bins for concrete. Residential delivery of those needs an active encroachment permit. Call (916) 774-5780 about two weeks ahead.

The City and the Roseville Coalition of Neighborhood Associations hold free Saturday clean-up events in April and May for Roseville residents. The flyer refuses any heavy construction debris, concrete, asphalt and bricks, and points those loads to the WPWMA facility in Lincoln for a fee.
