PERMITS & DIY DISPOSAL
Here’s what Fleming Island asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Yes. Clay County's demolition permit guide uses removing a shed as an example. The fee is $100 for a structure up to 5,000 square feet, with a pre-demo utility check and a final inspection.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
You apply online through the County's Citizens Access Portal under 'Demolition Permit - Residential', describe the job, and give the square footage and the cost of the work. Upload the deed, a site plan and an owner's affidavit or disclosure. An inspector checks that utilities are disconnected before work starts, and a final inspection after the debris is gone closes the permit.
Since July 1, 2026, a state law (HB 803) exempts some single-family work under $7,500 from building permits. Clay County lists electrical work, structural work, siding, roofing and anything in a flood hazard area as still needing a permit, and asks you to email the Building Division before starting to confirm.
The pre-demo inspection checks that all utilities are disconnected and made safe, so a wired shed needs its circuit dealt with first. Before pulling posts or piers, contact Sunshine 811.

No. Fleming Island has no city trash service; FCC Environmental Services collects for Clay County. Bulk pickup takes two large items or up to three cubic yards a month, but the County lists construction and remodeling debris as not accepted, naming outbuildings, boards, siding, shingles, brick and concrete. It says remodeling waste is not part of bulk pickup and points to a paid FCC special pickup or a franchise hauler instead.

Clay County's franchise ordinance makes it unlawful to collect, remove or dispose of solid waste for others in unincorporated Clay County without a County franchise. It then carves out hauling construction and demolition debris from the construction, demolition or renovation of single-family homes by anyone for hire, as long as no containers are used and the debris goes only to a County-designated disposal site. Roll-off dumpsters must come from the County's franchise list, which includes JDog Jacksonville. Whether a backyard shed counts under that single-family exception isn't stated.

The County's code makes it unlawful to dispose of solid waste anywhere but a Designated Disposal Facility, which it defines as the Rosemary Hill landfill, a County Environmental Convenience Center, or another site the County designates in writing.

Households that pay Clay County's solid waste assessment can bring up to 500 pounds a month to Rosemary Hill at no charge.
