PERMITS & DIY DISPOSAL
Here’s what Palm Coast asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Yes. Palm Coast issues demolition permits for removing any structure, applied for online. No size exemption for removing a small shed is published; the fee comes from the City's online calculator.

Not confirmed: bulk pickup takes up to 3 cubic yards of large household items a week, but the City says demolition debris from a contractor must be hauled by that contractor.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
Building Services defines a demolition as 'the demolishing / removal of any structure or portion of a structure'. A homeowner applies online with a scope of work, a site plan or survey showing what comes down, proof of ownership and an owner-builder affidavit; a recorded Notice of Commencement is needed for work over $2,500. Review usually takes 5 business days, inspections on the job card are required, and the permit stays active six months. The City prices permits with an online fee calculator; on October 1, 2025 it removed a 10% reduction from its base building fees. Call Building Services at (386) 986-3780.

Under Florida's HB 803, Palm Coast says some work valued under $7,500 on an owner's single-family home may be exempt from a permit. It doesn't apply on lots partly or wholly in a flood hazard area or to any electrical, plumbing, structural, mechanical or gas work, and the owner must file a 'permit exemption request' online with the contract or invoice and an affidavit. The City doesn't say whether a shed teardown qualifies.
City of Palm Coast: Building Services (permit types, demolition, HB 803 exemptions) ↗
Palm Coast cites Florida Building Code 105.1: removing any electrical, gas, mechanical or plumbing system takes a permit, so a shed circuit should be dealt with by a licensed electrician before teardown. Contact Sunshine 811 before pulling posts or piers.

Not confirmed. FCC Environmental collects bulk trash such as furniture, mattresses and appliances on your second weekly trash day, up to 3 cubic yards a week. City code defines bulk waste as items two people can lift and treats lumber 'from the construction or destruction of a structure' as construction and demolition debris, and the City says waste generated by a contractor must be removed by that contractor at their own expense. Shed contents like an old mower or furniture can go out as bulk; for the shed itself, ask Public Works first.

Palm Coast Code Sec. 41-4 says all solid waste in the city 'shall be collected and removed by a City franchisee', and Sec. 41-17 makes it unlawful to haul solid waste for pay without a City franchise agreement and permits. The code counts construction and demolition debris haulers as franchise holders, with their own insurance and a $25,000 bond, and the City lists authorized haulers in its business search. The one exception is an owner hauling from their own home in a car or pickup of one ton or less to a disposal site. The code doesn't say whether a crew that tears down a shed and hauls it in its own truck needs a franchise.

Flagler County closed its Collection Site at 1700 S. Old Kings Road in Flagler Beach on September 18, 2026, including recycling drop-off. The nearest public place for shed debris is Volusia County's Tomoka Landfill in Port Orange, which serves Volusia County and charges out-of-county loads double.

Since July 8, 2021, Palm Coast has not required a permit to install a shed of 120 square feet or less, only a signed acknowledgement of City rules, and sheds in the 100-year floodplain are not exempt. That rule covers installation. The City's demolition page doesn't carry a size exemption for taking a shed down.

Tell us whether the shed has power. A licensed electrician should disconnect and make the circuit safe before teardown. Say which items stay, and whether the slab or footings go too.
