PERMITS & DIY DISPOSAL
Here’s what Baltimore asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Yes. Baltimore requires a razing permit to demolish buildings and accessory structures, sheds included, with no size exemption. The code fee is $50 per accessory structure.

No. DPW's monthly bulk pickup excludes building materials such as siding, wood pieces and roofing. Residents can take shed debris to the Quarantine Road Landfill for $135 a ton.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
The City requires a licensed demolition contractor for razing permits, with one exception: a homeowner can raze a detached garage or shed on their own property with a razing permit. If you hire someone, it must be a City-licensed demolition contractor. The code lets the Building Official waive the contractor licence for small utility structures, so ask DHCD before you hire.

Before a structure is demolished, a Maryland-licensed pesticide applicator must certify the structure and lot are free of rodents. The razing packet also asks for an owner affidavit, MDE's Notification of Intent to Demolish form, a site plan and an on-site consultation with a building inspector. A yellow notice sign must be posted 5 to 10 days before work starts. A detached shed skips the liens, utility billing and transportation sign-offs.
Baltimore City DHCD: Razing (Demolition) Application Guidelines and Checklist (PDF) ↗Baltimore City Building Code § 105: Permits ↗
Baltimore requires a permit before any electrical work, and issues it only to City-licensed electricians. If your shed has power, the circuit needs to be dealt with before the walls come down. Cap-off permits are needed for sanitary and water lines if a shed has them.

Where a structure has been demolished or removed, City code says the area must be filled with approved material, kept at grade and seeded.
No. DPW picks up up to 3 bulk items a month on a scheduled Saturday, but it does not take building materials such as sheetrock, siding, wood pieces or roofing. That rules out a torn-down shed, though shelves and other contents can go out as bulk items. DPW suggests a licensed small hauler for more, and asks you to find out where they dump.

If you’d rather haul it yourself, sort the load first: clean wood, metal, roofing, concrete and household contents often go to different places or cost different amounts. Call ahead before hiring a trailer. What can be recycled ↗

Baltimore does not give one company the sole right to haul demolition debris; no City page read says so. Instead, the Health Code says no one may operate as a hauler in the City without a licence from the Health Commissioner, and no one may hire an unlicensed hauler. The rule covers anyone hauling waste for others, even under a City demolition permit. A resident hauling waste from their own home is exempt. Trucks under 7,000 pounds pay $35 a year; heavier ones pay $100. Ask any crew to show its City waste hauler licence.

DPW's five drop-off centers take household trash, bulk items and scrap metal free from City residents. Construction and demolition debris is different: residents may bring it only to the Quarantine Road Landfill scale house, at $135 a ton. Licensed small haulers can also use the Northwest Transfer Station. Neither site takes asbestos or lead-based materials.

Exterior work on properties in Baltimore's local historic districts and on City landmarks needs review by the Commission for Historical and Architectural Preservation (CHAP). For a razing permit, the City's checklist says you need CHAP's Authorization to Proceed and sign-off if the property is in a historic or landmark area. CHAP treats demolitions as major projects heard at a public hearing.
CHAP: Applications ↗Baltimore City DHCD: Razing (Demolition) Application Guidelines and Checklist (PDF) ↗CHAP: Review Procedures ↗
The razing application includes a notarized Recyclable Debris Affidavit. City code says that when more than 5 tons of recyclable debris leaves a site, at least 30% of it must go straight to a licensed recycling facility. Most backyard sheds weigh far less, but the form is still part of the packet.
