PERMITS & DIY DISPOSAL
Here’s what New Bedford asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Yes. City code bars removing or demolishing a building without a permit from Inspectional Services, and sheds 75 years or older get historic review first. The fee isn't published. Call 508-979-1540.

No. City code leaves construction and demolition waste, including lumber, out of the trash the City collects. Bulky pickup is for items like furniture and appliances.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
City code says no building may be "removed or demolished" without first filing an application with the building official and getting a permit under the state building code. Working without one carries a fine of at least $50 for a first violation. The code also says no demolition permit is issued until the owner caps any waste plumbing openings and gets a certification from the city engineer. The state code exempts building a one-story tool or storage shed of up to 120 square feet, but that exemption is written for construction; no source found extends it to tearing a shed down. Inspectional Services takes applications online or at 133 William Street, Room 308 (508-979-1540).

The Health Department issues an E-2 permit as part of a demolition permit from Inspectional Services. It covers rodent control and asbestos and lead abatement, and the applicant must provide a pest control plan for before, during and after the demolition. Apply online or at the Health Department, 1213 Purchase Street (508-991-6199).

MassDEP must get an asbestos notification at least ten working days before any project that removes or disposes of asbestos. Its separate construction and demolition notification doesn't apply to residential buildings with fewer than 20 units. State waste bans keep wood out of landfills and keep metal, brick and concrete out of disposal, so shed debris goes to a C&D facility that sorts and recycles.
MassDEP: Asbestos, Construction & Demolition Notifications ↗MassDEP: Waste Disposal Bans ↗
No. City code defines construction and demolition waste as building material and rubble from demolition, including lumber, and leaves it out of the solid waste the City collects. Bulky pickup covers items too big for the cart, such as furniture, mattresses and appliances, and no one may set out material the City's rules don't accept. A whole shed needs a removal company, a dumpster or a trip to a C&D facility.

If you’d rather haul it yourself, sort the load first: clean wood, metal, roofing, concrete and household contents often go to different places or cost different amounts. Call ahead before hiring a trailer. What can be recycled ↗

It doesn't take hazardous materials, asbestos, liquids such as paint, or kitchen trash, and its site says bulky and clean-out debris can't be accepted at this time.
Fees: C&D material is $300 a ton with a $300 one-ton minimum, plus a fuel surcharge. Tires, propane tanks, mattresses and other items cost extra. Cash and cards; no checks or American Express.
Before you go: Open Monday to Friday, 7 a.m. to 4:30 p.m. Loads are weighed in and out, and you unload yourself. It closes without notice when it reaches its daily tonnage, so call 508-588-2332 first.

City code says no one except the owner, the City or the City's contractor may carry solid waste, bulky items or construction and demolition waste over city streets "unless authorized to do so by the board of health." So a homeowner may haul their own shed debris, but a removal crew needs the Board's OK. The Health Department issues a Garbage/Offal Hauler permit that renews each December 31 at $200 for a business with one truck plus $25 for each extra truck. The code doesn't say whether that permit is the authorization meant for a crew hauling one shed. No rule giving one company exclusive rights to demolition debris was found. Loads must be secured so nothing blows onto the street.

New Bedford's demolition delay ordinance covers any building or structure built 75 or more years before the permit application, and a building of unknown age is assumed to be that old. Inspectional Services certifies the age within five business days and sends older ones to the Historical Commission, which has ten days to decide whether the structure is regulated. Regulated structures include those on or eligible for the National Register and those within 150 feet of a historic district boundary. If the Commission finds a structure worth preserving and the City Council agrees, demolition can be delayed six months, or up to twelve.
New Bedford Code Ch. 2, Art. XI: Demolition delay (§§ 2-157 to 2-157.9) ↗
City code sets up three local historic districts under the state Historic Districts Act: Bedford Landing, Mechanics Lane and Abolition Row. A shed inside one of them, or within 150 feet of a historic district boundary, is the kind the Historical Commission reviews before a demolition permit is issued.

New Bedford's trash goes to the Crapo Hill Landfill, run by a district the City shares with Dartmouth, but the landfill says only approved haulers may use it. It does host household hazardous waste days for residents. Shed lumber, roofing and metal have to go to a C&D transfer station or recycler instead.

Only with a permit. A roll-off bigger than five cubic yards on a public way needs a permit from the Commissioner of Public Infrastructure, and the application lists the spot, the container size, the company and how long it will stay. A dumpster in your own driveway isn't covered by that rule.

Only if asbestos is coming out. Massachusetts requires notice to MassDEP and the Department of Labor Standards at least ten working days before any project that removes or disposes of asbestos. Trojan Recycling refuses asbestos, and so do the household hazardous waste days, so suspect siding or roofing has to be handled by an abatement contractor.

Inspectional Services issues New Bedford's electrical permits as well as building permits. The City doesn't say whether disconnecting a shed's circuit needs its own permit, so ask Inspectional Services (508-979-1540) when you apply for the demolition permit.
