PERMITS & DIY DISPOSAL
Here’s what Newton asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Not confirmed for small sheds. Any shed 50+ years old needs Historical Commission review first. State code exempts tool sheds of 120 sq ft or less from permits; ask ISD whether that covers teardown.

No. Newton says construction materials are not bulky waste, and the City won't collect them. Very small amounts of homeowner demo debris can go in the trash cart.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
State code makes it unlawful to remove or demolish a building or structure without a permit. Newton ISD's demolition checklist asks for a pest control report, notice of utility disconnection, erosion control, a 6-foot construction fence, Historic Commission sign-off where needed, and certified-mail notice to every owner within 300 feet. It is written for a complete structure; ISD hasn't published which items apply to a small shed. ISD: 617-796-1060.

Newton charges $20 per $1,000 of estimated cost, rounded up to the next thousand, with a $50 minimum for residential permits. A $2,500 job, for example, pays $60.
ISD wants a written report from a certified pest control company: either a site survey within 14 days of the application showing no rodents, or proof the site was baited for at least 14 days if rodents were seen. Old sheds often hide nests under the floor.
MassDEP treats asphalt shingles, roofing felt and tar, and cement shingles or siding as suspect asbestos material. They need a survey by a DLS-licensed asbestos inspector before demolition, unless a homeowner does the work on non-friable material at an owner-occupied single-family home.

No. Newton's trash rules say overflow trash and construction materials are not bulky waste, and its ordinance says construction material won't be collected by the City. WM, the City's trash contractor, will take very small amounts of homeowner demolition debris in the blue cart or orange overflow bags under 50 pounds. Bulky items cost $20 each with a 150-pound limit, but that program is for furniture-type items, not building debris.

Newton's Demolition Delay Ordinance reaches garages and sheds. The Historical Commission says any building 50 years old or older, including garages and sheds, must be reviewed before total or partial demolition, through a Historical Review Application on NewGov. If staff find it not historically significant, you proceed with normal permits. If the Commission finds it "preferably preserved", demolition waits 12 months (18 months for National Register properties) unless it grants a waiver.
Auburndale, Chestnut Hill, Newton Upper Falls and Newtonville are local historic districts, each with its own commission that reviews exterior changes. ISD's demolition checklist asks for a Historic Commission sign-off for a building over 50 years old or in a historic district.

Newton has no franchise hauler for demolition debris. City ordinance Sec. 11-5 makes anyone transporting trash or recycling on city streets get an annual permit from the health department. The same chapter defines trash to exclude construction wastes, and says construction material from deconstruction is not residential trash and won't be collected by the City.
