The Inspection Department says you generally need a building permit to remove or demolish a building or other structure, and that a building can be anything from a tool shed to a house. Its demolition procedure starts with a Demolition Permit application filed at (734) 466-2580. City code charges $0.10 per square foot to wreck structures up to 30,000 sq. ft., with a $75 minimum; the department's administration fee is $45.

The demolition procedure asks for written releases from the electric, gas, phone and cable companies and the City Water Department, and a plumbing permit to inspect any capped water or sewer line. It requires an open-hole inspection and a final once debris is removed and the ground is graded. Work in the public right-of-way needs an Engineering permit with a $500 refundable deposit and a $7 fee.

Livonia's electrical permit sheet says no one may alter or change electrical conductors or equipment without a permit. A homeowner may pull it for work on an owner-occupied single-family home and its outbuildings; otherwise a licensed electrical contractor is needed.
No. Livonia's sanitation FAQ says no construction materials will be collected at the curb; they must go to the dump or a special pickup is needed. Free large-item pickup covers household furnishings and appliances, two items a week. For a special pickup, call Priority Waste at (586) 228-1200.

Livonia has no exclusive demolition-debris hauler, but its code makes it unlawful to be in the business of collecting building refuse in the city without a City license. Building refuse means waste from demolition, construction, remodeling and repair, and the code says the building or demolition contractor should remove it. The license is filed with the City Clerk, needs Public Works approval and a bond, and costs $50 for the first truck and $20 for each added truck. Household trash pickup belongs to the City's contractor alone.
