PERMITS & DIY DISPOSAL
Here’s what Newport News asks for before a shed comes down, what city pickup will take, and where you can drop off the debris yourself.
Likely yes. Codes Compliance has a demolition checklist and no published shed exception. It asks for utility disconnect receipts and a sewer cap where they apply. Call 311 at 757-933-2311.

The requirements depend on the structure, the work and the property’s jurisdiction. These are the official starting points for checking your job. Confirm with the building office before teardown day. How shed demolition permits work ↗
The City's demolition checklist asks for a building permit application for each building, receipts showing the electric, gas and water have been disconnected, and a sewer cap permit with a final inspection. The building permit form lists demolition and accessory structures as types of work and has an asbestos certificate box. No exception for small sheds or sheds without utilities is published.

The City's fee schedule has no separate line for demolition. The minimum fee for any building permit is $56.10, which includes the 2% state surcharge.
A contractor applying for a demolition permit must hold a current Virginia contractor's license with the residential building (RBC), commercial building (CBC) or heavy highway (H/H) classification. Contractors based outside the city may also need a Newport News business license.

Contact Virginia 811 three days before digging out footings, piers or a slab. The service is free.
Only when you do the work yourself. Bulk pickup takes debris from a resident's own remodeling and repair work if the proper building permit is displayed, and it goes to the Bethel Landfill. It won't take debris from work by anyone else, items longer than 6 feet such as lumber, concrete or brick, asbestos shingles, or outbuildings larger than 150 square feet set out whole. The limit is 6 cubic yards per collection day, set out after 3 p.m. the day before and by 7 a.m.

If you’d rather haul it yourself, sort the load first: clean wood, metal, roofing, concrete and household contents often go to different places or cost different amounts. Call ahead before hiring a trailer. What can be recycled ↗

Fees: Free for eligible residents within the weekly limits. No fee is published for other loads.

No City rule gives a company exclusive rights to haul construction or demolition debris, and Chapter 19 of the City Code sets up no hauler permit. Its only hauler rule is a yearly recycling report from people licensed for waste hauling. Contractor waste may not go to the curb, and the City's drop-off site takes no contractor trash. The City sends commercial waste straight to its disposal contractor at the Bethel Landfill in Hampton.

The City closed its own landfill on Atkinson Way in 1996 and privatized disposal. Its bulk waste goes to the Bethel Landfill in Hampton. Newport News isn't one of SPSA's member communities, so the SPSA transfer stations on the Southside aren't a resident option here.

The City's demolition checklist says a plat or map may be needed if the property is in a Chesapeake Bay Resource Management Area or Resource Protection Area. A right-of-way or land disturbance permit may also be needed. Sheds near the James River, Deep Creek or a city reservoir are the ones to ask about.

Tell us whether the shed has power. A licensed electrician should disconnect and make the circuit safe before teardown. Say which items stay, and whether the slab or footings go too.
Get a shed removal quote ↗A small empty resin shed and a large timber shed on a concrete slab are different jobs, so we don’t publish one number. The price depends on the shed’s size and material, what’s inside, what it sits on, and the route from the shed to the truck.

The City's permit form still has an asbestos certificate box. Asbestos shingles and siding can't go to the curb, and the City sends residents to Asbestos.com for disposal help.
